Count the records still attached to a project

What a sweep would touch, broken down by record type, with the total invoiced value. Answers with an empty summary rather than 404 when nothing is attached. Needs only projects:read: this is the count that warns a caller before deleting a project, and deleting does not require the reassignment scope.
